After receiving huge renewal increases from their traditional insurance provider, the towns of Parker, Winslow and Holbrook began looking for alternatives. ECA conducted a feasibility study to determine the benefit from the formation of a regional employee benefits pool. Given the results, the three cities joined to form Rural Arizona Group Health Trust (RAGHT) on July 1, 2002. Today, RAGHT consists of 18 rural entities with approximately 1000 employees, a surplus of close to $7 million and an annual medical premium increase of less than 3% on average.
